Writing samples and Statements of Purpose/Intent are, after test taking, the most important part of an applicant's package. You are able to use your statement to showcase things about you that simply cannot be seen on test scores and resumes; statements are, as such, considered a pivotal element to your candidacy. Statements need defined narrative, a strong voice, and a pointed purpose, while showcasing why you need a graduate program, and of course, why a graduate program needs you.

Writing samples on the other hand are used to showcase your ability to create a generative piece of work within your given field. Generally borrowed from previous writings, writing samples must be perfect; there is no space for grammatical errors or typos -- you need to show people you'll be publishing with their name attached in the future!
